In order to intensify the reform of qualification certification for inspection and testing institutions, improve the quality of the qualification certification review team, and ensure consistency in qualification certification review, the State Administration for Market Regulation issued the "Notice on Carrying out Training and Assessment of Qualification Certification Reviewers for Inspection and Testing Institutions in 2019" (Market Supervision and Testing Letter [2019] No. 890) at the beginning of this year, deciding to organize online competency tests for qualification certification reviewers of inspection and testing institutions nationwide every year starting from 2019. More than 20000 evaluation experts nationwide who have the qualification of inspection and testing institution accreditation evaluators need to undergo regular ability tests through the "Inspection and Testing Institution Qualification Accreditation Evaluator System" on the website of the State Administration for Market Regulation, in order to continuously improve their evaluation ability level and reduce differences in evaluation scale. At present, the registration process for the 2019 testing is underway. The testing work will officially begin on November 1st and the annual testing will be completed on November 30th.

The State Administration for Market Regulation will further deepen the reform of "streamlining administration, delegating powers, and providing services" in the inspection and testing industry, and continuously strengthen the construction and supervision of the qualification certification and evaluation team of inspection and testing institutions. For those who do not participate in online testing for no reason or fail the test for two consecutive years, they will be included in the list of abnormal situations for reviewers and used with caution; If there are cases of cheating such as proxy exams, the qualification of the reviewer will be revoked and included in the list of dishonest candidates.
